Do not disavow by default. Google says most sites never need the disavow tool, and misuse can hurt. Disavow only after a clear unpaid link manual action, strong imminent risk of one, or a verified spam campaign you cannot get removed. Noise, weak links, and mixed domains are usually left alone.

A Google disavow file is a UTF-8 text list of URLs or domain: entries that asks Google to ignore those links when assessing your site. Most sites should not use it. If you must, keep the list narrow, follow Google's format limits, and upload only after human review.
